My Lord,
In Obedience to Her Majesty's Gracious Commands, I have the honor to submit a Copy of Ordinance. No. 74 passed by the Legislative Council of Hongkong, in the Colonial department, "for removing doubts relating to the application to Hongkong of the Laws and Statutes of England relating to usury, and to limit and define the rate of interest which may be recovered in Cases where it had not been previously agreed upon between the parties."
